|Olusegun H. Olugbile, the IGF Ambassador, is the President of Global Network for Cybersolution and a member of National Cybercrime Council, Nigeria. Segun is a public policy expert on Internet governance, cybersecurity, and ICT for development with over 15 years of experience working with public institutions in Nigeria, West African sub-region, African region and United Nations. His work is aimed at shaping public policy-making, engaging in internet policy advocacy and development, through participation in public policy formulation, project development and implementations, dialogues and venues. He was a lead architect of Nigeria National Cybersecurity Policy and Strategy 2013-2015. (www.cert.gov.ng). Technical member, Standards and Evaluation Committee on Cybersecurity, Office of National Security Adviser (ONSA), Presidency; member of Nigeria Senate Expert Working Group on ICT and Cybersecurity. (www.senictcysec.gov.ng); member of the ICT Working Group of the Open Government Partnership, Ministry of Justice, Nigeria, 2017 till date. (www.justice.gov.ng). Segun is a policy advisor on Guidelines for Clearance of IT Project by Ministries, Departments and Agencies, National Information Technology Development Agency (NITDA) 2018. (www.nitda.gov.ng) and a member, Ministerial Committee on National ICT Policy and Program of the Ministry of Communication (2016). Segun is a technical consultant to Nigeria Internet Governance Strategy Forum since 2012 (www.nigf.org.ng), and policy advisory on Nigeria Internet Governance Strategy. He served as member of the Policy Advisory Committee on the development of National IT Master Plan and Internal IT Policy for National Information Technology Development Agency (NITDA) 2014-2015, while co-chaired National Working Group on National Child Online Protection Policy development under the Nigeria Communications Commission. 2010-2013. (www.ncc.gov.ng) He developed ICT Industry & Security and law enforcement policy components of the National Child Online Protection Policy. 2013. Olugbile recently served as member of United Nations IGF Multi-stakeholders Advisory Group (2014-2017); member of Working Group for the African Union Internet Governance Charter (2017). Segun contributed to ECOWAS-led West African Internet Governance initiative reform (2016), coordinated UN-IGF communication & outreach 2016-2017; member of UN-IGF working group on ‘’Policy Options for Connecting the Next Billion’’ (CNB) 2014-2016; co-chaired United Nations IGF Best Practice forum on Cybersecurity (2016, 2017), initiated and coordinated UN-IGF main global policy session on ‘’Empowering Global Cooperation on Cybersecurity for Development and Peace’’ at UN IGF in Geneva 2017.
Segun graduated from the University of Ibadan and the Federal University of Technology, Owerri Nigeria in Computer/ Information Technology. He is currently coordinating GNC partnership with the Centre for Cyberspace Studies, Nasarawa State University, Nigeria. He is a recipient of Dell Enterprise University Award, IMPACT-SANS Scholarship Programme for Improving Cybersecurity Education (ICE-2010), KOBIAN-ASIAN Partner Award (2005), National IT Champion Award (2009) by WITSA-ITAN-CPN, Office of National Security Recognition Award on Outstanding Performance (2014) on National Cybersecurity Strategy Development. He is a registered member of Information Technology Association of Nigeria (ITAN), Nigeria Internet Registration Association (NIRA), and African ICT Alliance (AFICTA) and UN Expert Group on Internet Governance and Cybersecurity.
