Ag. Director, Digital Economy & Post, ECOWAS Commission
Dr. Raphael KOFFI has extensive experience within the Telecommunication/ICT sector gained from both the public and private sectors. He is currently the Ag. Director Digital Economy & Post at the Economic Community of West African States (ECOWAS) Commission where he leads the implementation of the ECOWAS cybersecurity agenda to strengthen Member States capabilities in responding better to cyber threats and the fight against Cybercrime. His other responsibilities include to coordinate and oversee the deployment of the ECOWAS regional broadband network as well as the establishment of a single liberalized ICT market in West Africa. To this end he is in charge of the harmonization of policies and regulatory frameworks to provide an enabling environment that can stimulate growth in the Telecom/ICT industry. He is also engaged in the Internet Governance process and in promoting the Internet within the Region. The West Africa Internet Governance (WAIGF) secretariat has been hosted by the ECOWAS Commission since 2015.

He regularly participates as a speaker, panelist or moderator at regional and international conferences. Dr KOFFI was an associate professor at the “Ecole Nationale Supérieure des Télécommunications de Bretagne (ENSTBr)” in France and he holds a PhD degree in Electronics and many certificates on cybersecurity and cybercrime as well as on Internet Governance.
